What is the current lead time?

The current estimated time from placing an order to your order being shipped is 1-2 weeks for made to order products. In stock products will ship within 1-3 days. If your order contains any made to order products, the order will ship together when it is completed entirely.

If I place an order outside of a sale period, can I have the discount retroactively applied.

No, unfortunately the sale period is the sale period. All orders placed before or after that period will not be discounted.
